Admitted International Students/Pre-Arrival Information

Congratulations on your admission to Youngstown State University! Below you will find information that will assist you as you prepare to leave your country and arrive in Youngstown to begin your academic life at YSU. Everyone at the International Programs Office is looking forward to welcoming you to campus this fall!


To be able to register classes, International Freshman who are admitted on the basis of unofficial academic credentials (scanned copies) must

  • mail in or bring in the official final high school transcript and an attested copy of high school diploma/certificates;
  • request the test center to send the official Language Test Report directly to YSU Office of International Admissions (code: 1975) (if English Proficiency is not waived).

The deadline for submission is the first day of the International Student Orientation. Please see How to Submit Official Credentials for details. 

For International Transfer students who are admitted on the basis of unofficial academic items (scanned copies) must 

  • submit all official college transcripts before a YSU I-20 will be issued. If you are currently enrolled in your college; and the status of your current enrolled courses is in progress, you must submit your final college transcripts to YSU International Admissions by the first day of international student orientation (mandatory). You can either request your colleges to mail in (for most foreign universities) or send official transcripts electronically (for most U.S. colleges). Please see How to Submit Official Credentials for details. 
  • Request the test center to send the official Language Test Report directly to YSU Office of International Admissions (code: 1975) (if English Proficiency is not waived). The deadline is the first day of the International Student Orientation.
  • Prior to your registration at YSU, all transfer students must download the International Transfer Student Standing Form*, complete it, and upload to your application portal. You will not be allowed to register classes without the submission of this completed and signed form. 



International Orientation will be conducted as a combination of virtual and in-person sessions  August 26-27, 2021. Orientation and is mandatory for all F-1 students. The orientation program is designed to welcome students to YSU and help make your transition to campus as smooth and successful as possible. During the orientation program, we will be presenting key information on immigration matters, health insurance, campus resources and more. At orientation, you will be connected with an academic advisor who will help you to choose your classes for the spring semester at YSU.

YSU follows all CDC guidelines regarding entering the U.S. after international travel.  

Quarantine requirements will depend on whether or not a student is fully vaccinated. 

Upon arrival to the United States, all new international students, must submit the COVID-19 Outreach and Support report form.  Following receipt of the form, a COVID-19 support team member will contact you to determine quarantine requirements.


It is mandatory that you provide either proof that you have had a recent negative Tuberculosis (TB) test or that you have a test once you arrive at Youngstown State University.  If you do not bring proof of a negative TB test, we will arrange for this testing during Orientation.

You will be required to have the following vaccinations and must upload proof of immunizations to Youngstown State University.

  • T-dap: One (1) adult dose in the last 10 years
  • Hepatitis B: Three (3) doses of Hepatitis B OR lab report confirming immunity
  • MMR: Two (2) doses of MMR (second one must have occurred on or after first birthday) OR Two (2) doses of Measles, Two (2) doses Mumps, and One (1) dose of Rubella OR lab reporting confirming immunity for each.
  • Varicella: Two (2) doses of varicella OR Lab report confirming immunity
  • Polio: Four (4) doses of IPV or OPV. Only required for those students who will be younger than 18 at the start of the semester.
  • Meningococcal conjugate (ACWY): One (1) dose since age 16

If you will live on campus, you will be required to provide documentation to the University of your meningococcal and Hepatitis B vaccination status. This is a state law of Ohio.


Tuition and fees are calculated after you are registered for classes. Upon registration, an invoice will be sent to your YSU email account. You will be responsible for paying that invoice soon after receipt. The preferred method of payment by YSU is via an international wire transfer. YSU uses “Flywire” for this process. This way, students will not need to travel with a check. Information on flywire can be found on the YSU Bursar’s website. If you wish to bring a bank draft, use the tuition estimator for an estimate of your tuition costs. NOTE: The actual cost of tuition may vary depending on how many credits you register for an lab fees. You must be prepared to pay the difference upon arrival to campus and course registration.

Health Insurance

All international students are required to purchase the YSU International Student Health Insurance Plan as a condition of enrollment at the university and will not be permitted to waive the coverage.  Exceptions may apply for international students who are covered under a government sponsor or a select international organization, or who are covered as a US-based employee or a dependent of a US-based employee, with US-based health insurance provided through that employment.

The student health insurance will automatically be charged to the student’s account upon registration for classes.


If you have been awarded an International Housing Award or Honors Award, you must accept your award through Financial Aid. To accept your award, follow the steps below.

  1. Log in to your YSU Portal
  2. Click on "Financial Aid" in the left-hand column
  3. Click on "View and Accept Awards"
  4. Click on "Accept your "Financial Aid Award Offer"
  5. Use the drop down to "Select Aid Year"
  6. Select the "Accept Award Offer Tab". Check all of the awards you wish to accept and choose "ACCEPT" at the bottom of the screen.

Mandatory check-in:

All F-1 and J-1 students are required to physically check-in (in person) with the International Programs Office (IPO) at Youngstown State University. To complete check-in, students must complete the orientation program and submit their I-20/DS-2019, passport, F-1/J-1 visa to IPO for processing.  Detailed information regarding check-in will be presented during the orientation program.
