Professor Costarell was born in the Youngstown area, graduating from Poland high school in 1985 and then Youngstown State University in 1989 with a degree in civil engineering.
He then spent the next 5 1/2 years in the United States Navy nuclear propulsion program, earning qualification as in engineering watch officer, submarine officer, and achieved the nuclear engineer qualification.
Between 1995 and his start full time at the university in 2006, professor Costarell worked as a production supervisor, process engineer, energy management consultant, and completed the requirements for the Ohio professional engineer credential. In 2000 Costarell, completed the degree requirements for a master’s in mechanical engineering from Carnegie Mellon University.
