A Classified employee has employment protection under the terms of Ohio Civil Service laws. To be employed in civil service means that you are employed in the service of the state or other jurisdiction within the state system.  Youngstown State University is a public university in the state of Ohio and is, therefore, a state-assisted institution.  Classified employees are paid on an hourly basis and are subject to the non-exempt provisions of the Fair Labor Standards Act.  Classified employees are generally assigned to support positions with job duties that follow a specific set of standards and rules.  Support positions may be administrative support, maintenance, and crafts/trades personnel.  Classified employees may be bargaining or non-bargaining.  Classified employees fall into one of four categories:

  1. Association of Classified Employees (ACE) bargaining unit employees governed by University Policies and an agreement between Youngstown State University and the Youngstown State University Chapter of the Association of Classified Employees.
  2. Classified Excluded from Collective Bargaining - employees governed by University Policies.
  3. Fraternal Order of Police (FOP) bargaining unit employees governed by University Policies and an agreement between Youngstown State University and the Fraternal Order of Police, Ohio Labor Council, Inc. FOP Bargaining Unit employees include the ranks of University Police Officer 1, University Police Officer 2, University Police Sergeant, and University Dispatcher.
  4. Classified Law Enforcement Excluded from Collective Bargaining - Youngstown State University Police Department employees governed by University Policies.
