Apply as an International Freshman

For admission purposes, someone is considered an international applicant if they are NOT a U.S. citizen or permanent resident, or do not hold refugee status or political asylum status. Those who are U.S. citizens, permanent residents, refugees or political asylum holders, should apply for the domestic student application. If you are refugee pending, DACA or Political Asylum PENDING, please use the international applications.

An international freshman is an international applicant who is currently enrolled or has completed high school /secondary school in the United States or a foreign country. Please note: An applicant who has graduated from high school and was enrolled in another college or university for at least 12 semester hours following high school graduation is classified as a transfer applicant. Please do not apply as a freshman and then give us a university transcript upon arrival and ask for transfer credits.  On the application form you are attesting that you have provided us true and correct information, and we base our decision on the information you provide us.  If we find that you did not provide all of the correct information on your transcript, this could lead to termination of your acceptance and your I-20.

Restrictive Programs:

Some of these programs are restricted programs. What that means is:
Program admission is highly competitive and contingent upon available cohort capacity. Meeting the minimum University admission requirements does not guarantee acceptance into a restricted major, as enrollment is limited and determined through a selective review process.

  • Students who are admitted into a restricted pre-major may pursue the BCHHS restricted program admission process.
  • Students who are admitted into other majors may not change into a restricted pre-major and therefore, may not pursue the BCHHS restricted program admission.

This means, if a student is accepted into the Pre-Nursing program, for example, and does well, there is no guarantee that they will move up into the BSN program. The restrictive programs are very competitive and even if the student does well, there may be other students that perform better. We can only take a certain number of students into the restrictive programs. Each student must strive to do their best to have a chance to stay in the program.

Lists of required supplemental items for admission review

  • Photocopy of your valid passport page showing photo, name, and birth date. If you are transferring from a US institution, please also submit a photocopy of your visa page.
  • If you attended a U.S. college or university, official documents must be submitted for admission purposes.  Copies will not be accepted.
  • If you attended a foreign college or university, we require an International transcript evaluation for you.  In choosing an evaluation agency, it must be one that is accepted by this university.  The evaluation must be a course-by-course evaluation with a copy of the transcripts that were evaluated attached to the report, and must come from a NACES approved company.  If you use a WES evaluation, that is considered an ICAP evaluation.  Validential Evaluations and Foreign Consultants, inc., are among the list that are not accepted by this university because they do not meet the requirements set forth above.
  • You can order your report at a reduced rate via WES, IEE or TEC using the links below:
  • TEC is one of our NACES-recommended international transcript evaluation services, offering a streamlined process specifically tailored for Youngstown State University. Their custom application ensures you select the right type of evaluation at a discounted rate. In addition to transcript evaluations, TEC provides access to professional translation and verification services, making it easier for you to meet all your academic credentialing needs in one place: TEC Application - YSU
  • A proof of English Language Proficiency. YSU accepts several official English proficiency test scores. Certain international applicants will be exempt from this requirement if they are from one of the YSU English language exempted countries. Please browse English Proficiency Requirements webpage for details.

You will receive email updates about missing supplemental items. Your application is considered complete once you upload all the required supplemental items marked with “*” on your application portal-Application View page. It is reasonable to expect 10-14 business days to receive an admission decision or an additional supplemental item request after your application is completed. Please log back into your application portal to check your application status from time to time.
